Default problem with transmission

My 99 xj has a problem with its automatic transmission. It will shift from first to second at 4000 rpm, but will not shift manually through gears. If anyone could help me figure out the problem i would appreciate it.

Could it be the governor pressure sensor?

Dunno what that is, but what about TPS, or maybe IAC valve?

I just replaced both of those a month ago. Still a possibility if one was faulty it does happen

Hope this attachment works and the file's not too big. Manual for the AW4, great assistance in understanding operations and troubleshooting.
Didn't work, file format is too big. Try google "AW4 Transmission" to locate the manual.
From your description sounds like some pressure issues and perhaps solenoids.
