You need to tell us what year XJ.
Sometimes it doesn't matter. Sometimes it does.
If it is a '97 and up any chance you hear a click coming from the passenger side when you hit the button?

Story time.
My '00 from the day that I bought her the locks would work 99% of the time.
When they wouldn't would be for something stupid like 15 minutes.
Go in to the store, they don't work, come out, and they do.
One time they did not work for 3 days though.
Anyway every time they did not work I would hear a click coming from the passenger door.
Well it turns out that the passenger side switch is what controls the locks.
So I put in a used one I had. Lasted about a month.
Threw another used one in there. Thinking it has been about 3 years now.
My guess is that you might be having this problem and it is one or both of the relays in there that causes this.

When you said "both" do you mean driver and passenger side? Were they new or used?

Power to the locks runs through the passenger side switch.

Passenger side and they were used.
When I said both I was talking about the relays you can see in that shot.

I had this issue also, same symptom. Instead of fixing my existing my equipment, I bought new driver and passenger switches, around $40 total on Amazon. Works perfectly now.

Sorry Ralph77. My "both" question was intended for the OP when he said "changed both switches".
