When the motor heats up, the clutch stops letting any slip, forcing the fan to spin with the rest of the motor, effectively pulling the air through the radiator.
The fan/clutch need to be used before it function okey. Try with a new clutch and see. After a driving some min. it will function as you say. If you then stop the car for a while and start again it will function as you say. But if you let the car stands overnight it will be hard again.

The bottom line is......the "spin test" is not going to determine if the clutch mechanism is correctly sensing +/-170F air temp coming off the rad and thus engaging sufficiently. Neither will spending $35 for a new clutch guarantee correct function but, I'd say the bet's safer than the spin test.

My old fan clutch felt fine with the spin test, but I changed it anyway and dropped ten degrees when sitting in traffic with the new one.
