Actually, its the flux capacitor activation switch. If you are going 88mph and you hit it, you will travel through time. But without the time computer, you won't know where you are going or how to get back...LOL
In reality, though, it's probably from the PO having a radio system in there. My car, an 07 Saturn Ion 2, has a red push button in the shifter boot that had something to do with the PO sound system. No idea what for, as I am not an audio person, but the radio in my car was removed, and all the wires cut right off. I wouldn't worry about it. The worst it is doing is sitting there, hasn't caused a problem yet...
