OBDII
I have a 1996 Jeep Cherokee that can not pass smog inspection because there is no memory on the computer. First, I was told that the battery may not have enough power to ensure the memory. Replaced the battery and blew the starter two days later. Everything on the vehicle such as lights, wipers A/C works. I was told I may need a new OBDII. I am not all that familiar with this issue and would appreciate any advice.
Is this a DD or an "every now and then" vehicle? Has the battery died/been jumped recently? Was the inspector able to access your PCM via the obd-ii? Doubtful that you need a new PCM or "obd-ii."

What do you mean replaced the battery and blew the starter?
You may just need to keep a battery tender on it (if there is parasitic draw and its killing the battery overnight), and put several full warm-up and cool down cycles on it. I don't know how many but I would say 10 to be safe
