OBD II Scan Tool Not Reading

Hi there, I have a 2000 Jeep Cherokee classic that I’m trying to get to pass California smog emissions. I took it to a smog shop the other day and the guy plugged in a scan tool and told me the DLC wasn’t getting any power. I tested all the pins and made sure they weren’t bent or dirty and they all seemed to get power. After, I plugged in a scan tool and it read, “tool must be connected to vehicle.” Any ideas as to why the scan tool isn’t working? Anything would help. Thanks!
