Agree with everything Radi said. Also, check your ignition switch (mounted to steering column near pedals) for signs of melting/damage.
You weren't jumping the correct pins. The two you want to jump are highlighted in red, below:

Yes thank you. I tried that and it did not work. Do i need to plug the switch in still with those wires jumped for it to work? Or can I just do it the way I had in the picture? I will check the ignition switch when I get home today. As well as switching the relays as I have yet to do that

SHE WORKS!!
So after I got the starter back and put er in today, she started right up! And the hole I made from jumping the starter to the transmission line because I didn't disconnect the battery was fixed by a compression fitting! Im guessing it was just a fluke in the starter, no clue

It is a nightmare, I am having the same exact problem, took the starter out and tested it. It is good, put it back in tried to start it and still nothing.
All connections are clean, NSS is a brand new Mopar brand.

1.) Starting in Neutral
2.) Jiggling the shifter while attempting to crank
3.) Tapping on starter while an assistant tries to crank
4.) Jumping pins on harness as shown above
5.) Visual inspection of ignition switch
6.) Bridge the two large posts on starter as recommended by Radi in post #15

Which of these things have you tried...
1.) Starting in Neutral

1, 2, 3, and 6.
The starter is good, NSS is brand new not remanufactured. Is there a specific type of wire to jump the pins?
Reverse lights work as they should.

A paper clip works. Unfortunately, if you've already tried #6 and it didn't work then I'm afraid the diagnosis on your starter is incorrect. Jumping the posts on the starter essentially bypasses all other things that could be preventing it's operation. Unless the main lead from your battery to starter has failed but that should be pretty obvious what with all the arcing and fire that should accompany a shorted or detached starter lead.
