I wondered about mine until I got the build sheet from chrysler. Turns out it had a rear swaybar delete as part of the police package.

I think it's pretty random. I had a '96 forest service XJ that had the police package and the up country package and it still had the rear sway bar. a '90 with the tow package didn't have it, and an '89 with tow package had it. Oh and '98 2wd with it.

That's all based off the original build sheet, not what happened to be there when I got them.
