I'm currently doing something similar to this on my ZJ, but I'm using 3x5" tubes 1/4" thick. Driver side is almost done.

When I got my 88 XJ the driver side floor was gone. I just bent up some sheet metal I had laying around and riveted it in place, sealing the seams with silicone. It would have been nice to weld it in place, but welding to that thin metal is a PITA. Even without the rust, the floorpans are pretty thin. So, I used a thicker gauge sheet to make it a bit stronger.
