Damn.. So was this thing submerged or just totally soaked from rain? Depending on how far up the water got, or how far into components it was driven by wind, could be its just the ignition switch.. I'd say start there.

disconnect the battery and the alt. you're taking a chance of spiking the ecu.
Sounds like the ignition switch has shorted.

it was under water and some people are saying the ECU is shot and to replace that. how do you change the ignition or ignition switch?
