need more power! cheap solutions?

That tripped the normally well-suppressed "I-don't-think-so" response, lol. I was in my 383 C3 which seems to attract a lot of that stuff. Silly fools don't know what hit em still, I imagine.
I know where you're coming from...but an XJ really isn't the right vehicle unless you have big $$ to spend on it. It's a brick-shaped aerodynamically incorrect tractor-motored stump puller.
Tell 'em you'll race 'em right over there while pointing to the nearest mudhole.

Cold air intake: +5 to +10 HP
ECM changes: Don't bother
TB spacer: don't bother
62mm throttle body: +5HP
Hotter ignition: Don't bother
Cat back exhaust: +5 to +15
Header: +5 to +10
'99 up horseshoe intake on earlier year: 5hp loss (don't bother)
So...you already did most of the exhaust. Perhaps a good plan would be to remove the exhaust kink, then work on the air intake, throttle body and a good aftermarket header.

you can upgrade the injectors to some ev6 style 4 hole injectors from a dodge neon or a 5.0 mustang. I'm not sure with years they come from but a lot of people have done it. if you want more fuel you can home brew a MAP sensor adjuster

Gears may be half your paycheck now. But save the money you do have and put it toward them when you have the cash. Nothing else you do will have a serious effect like re-gearing.
The upwards slope on the "that Honda driver almost crapped his pants" line graph looks something like this /. You would be surprised. I had a 6cyl mustang long ago that I re-geared to 4.10 and put better intake and exhaust on. Made sure it looked as stock as you can with two exhaust pipes on a 6 banger.
I built it for no other reason than to go and antagonize GT mustangs of the same gen
. If they were pretty well stock but dressed to the Autozone 9's then they were my favorite. A few asked me about it, I always responded "i don't know i just put a chip in it and wow!"
The 88 cherokee 4.0 I just purchased has a 4.10 swap in the rear from one of the previous owners. While 4x4 is completely useless to me until i swap the fronts it is pretty damned fast. It actually surprised the hell out of me (I have never owned but have driven a few cherokees) when I chirped into second and then third while trying to merge with albuquerque traffic.

You can also gain back some hp by taking the trottle body off and cleaning that and the IAC really good with some throttlebody cleaner. They get carboned up over time and choke it. Use TB cleaner though carb cleaner is to harsh
