would it be quicker and easier to just run new wires instead of chasing the others? 1 to battery and 1 to fuse box. then be done with it.

Depends on what type install he is doing.
A CarPc or multimedia center will need more wiring than A stock car stereo. But you still need the switched 12v from the ignition as well as the steady as well as the access to the cluster dimmer.

one word.... multimeter or testlight. well, ok, two words. Check all the wires with the key off ( to find 12v constant) and key on (to find 12v switched).
