2) no need to set piston position. Rockers and lifters are self adjusting / hydraulic.
what has happened could be a few things:
1 - you could have bent the rocker bridge(s) by loosening/tightening the capscrews one at a time instead of evenly
2 - you may have mixed up the pushrod order. They should have been reinstalled in the exact same order as they came out.
Take the valve cover back off and take some pictures - especially of the rocker assembies

1) what's a VCG? There's no such part on the 4.0L engine.

OOOOOOOOOOK, welp, iv discovered the problem upon removal of the VC...half of the rockers were stupidly loose. i guess i didnt tighten the bolts enough the first time around. however, i discovered another, much more aggravating issue...my fresh oil that i poured in a week ago is GONE. ALL of it leaked out around the oil filter area. I'm praying i just cross-threaded the filter when I put it on, and that there isn't something actually wrong with it.

It might also be leaking from the O ring between the oil filter neck & the block! they are prone to leaking with wear
