I understand the settings on meter but where would I be probing on that one

Unplug the harness for the fuel pump. Probe the black wire and touch the other probe to a known good ground.

No biggie. Wiggle the harness with it connected.

Also, test the fuel pump side black wire to good ground.

Any update on this thread. Solution perhaps? I am experiencing some sputtering and bucking and am starting to think it's my ballast resistor based on the recommendation of "cordless telephone".
