I think some early XJs relied on the oil pressure sending unit to tell the ECM the engin is running and to keep the fuel pump solenoid energized.

I'll add too that you definitely need to check fuel pressure at the rail.
Will it start if you lightly push the gas while cranking?
If so its the idle air control valve.

when you get the fuel gauge, see if the store has a haynes or chilton repair manual, it will give you specific pressure and tell you what tests to do and how to do them. I just did some a few weeks ago, they are very simple, and my jeep is a 93 so we should be the same. Also the book will tell you how to narrow it down to the fuel pressure regulator.

The fuel pressure test kit I borrowed from auto zone also contained a multi-meter. You can also use the haynes/chilton to test your sensors. There are a few sensors that tell the computer how to mix air and fuel. CTS, MAP, MAT, TPS.
This is a total no start. It dosnt even attempt to start.it cranks like hell, It throws spark. But no attempt to run on its own. I have a manual, but WATER made a bunch of the pages stick together.

I would check the coolant temperature sensor, it is on the thermostat housing. Unplug the electrical connector. Set a multi meter to ohms, adjust it to the appropriate range, take the two probes from the meter and touch the prongs on the sensor that the connector plugs into, with the engine cold it should read 7000 ohms or greater. The Jeep does not need to be running to do this. Even with spark and fuel this can still cause a no start, because it tells the computer how to mix fuel and air based on the coolant temperature.
