This is a really long shot, but if your nss is bad in a 97+ your cruise wont work either(maybe). When i disconnected my nss and jumped it, i got a cel and a code of po1899 (i think) = trans selector not in range. Basically it nss wasnt picking up what gear is selected, and the TCM wouldn't allow the cruise to activate because it thought it was in park all the time.

Do your rev lights work? Start in park and neutral all right? Only starts in P and N?

i guess i wasnt clear.. what i have hanging down is a wire.. with a plug on the end similar to what plugs into the horn.. not a hose..

i cant seem to find this damn thing anywhere or any hose that would go to it

 

nevermind.. i found the hose and plugged it up.. is that alright to run like that until i get the actual 'egg'
