Little Issues

So I have been working on getting the XJ back to her full perfection, but there is a few small issues I am trying to hunt down and I will try to cover them as much as I can in this post.
1. AC blows only through defrost. I know this is normally a vacuum problem so I plan on checking the lines soon. I hooked up an AC pro gauge (yeah the cheap refill one from walmart, i know, sue me) and the clutch on the AC will engage for a few seconds, then cycle off, and repeat over and over. When I connect the gauge, when the clutch kicks on the pressure will rise to the high side of the green and then drop back to below the green levels as soon as the clutch kicks off. It does this on repeat and the AC never seems to be super cold, just kind of cold which is a big issue in south florida. Its always hot.
2. The evap canister (driver side directly in front of the rear axle) has a cracked hose connection, I can send a picture when I get back from work later. I have seen that most people replace these hoses with fuel lines. Is this the best option or is there a way to just replace the rubber connecting piece?
3. Driver side front and rear and passenger rear power windows work great, passenger side front power window is a lot like a woman. When its in the mood it works great, when its not, total cold shoulder. Doesn't matter which control you are trying to use to get it down, it won't listen. If you get it to go down, it always comes up. Would this be a motor issue in the passenger door or possibly the typical cracked wires in the door hinge?
4. My driver side heated seat does not work. From what I have read, the small wires connecting the switch to the heating element crack often. Would I just have to take the leather seat cover off and resolder this connection?
5. The temperature on the overhead console has never been correct since I owned the Jeep for the last 5 years. Is this just connected to an ambient air temp sensor? I remember reading it is somewhere by the front crossmember.
6. I have a rust spot on the rain rail just above the passenger door. What would be the best way to fix this rust spot? Cut it out and weld in a piece of sheet metal?
Any help or suggestions is appreciated. I know a lot of these topics are common, but I am just trying to cover all the bases and make sure I don't go diving down a rabbit hole if it is not necessary. Thanks in advance.

The Jeep got very mad at me this morning after a heavy rain and started throwing a missfire code and evap code so #2 cracked hose has been replaced with 5/16 fuel line and I also got a new gas cap since my old one has been missing for about a year.
The codes were P0455 and P0306 which is large evap leak and cylinder 6 misfire respectively.

Sound like you low on refrigerant. There should be a connector for the heated seat underneath the seat. Start there with a meter, backprobe the connector to see if you're getting voltage there first.

I thought the compressor was turning off because the pressure was getting too high. Do you think it would be worth it to throw a can of refrigerant in and see if it helps? I will check the connector soon this week to see if it is getting power. Thank you for the advice

As far as the diagram goes, my cruise control works fine. Could there be a crack or hole further down the line of the cruise control that would cause the heater controls to not work? Or would a crack in the line cause everything connected along that line to not function?

Low side pressure is rising quickly when the clucks kicks in, then it short cycles and when the clutch disengages it loses pressure quickly. I can try to send a video later if that would be helpful.
