Lifter preload question 98

Been doing all the searches and found most of my answers. Only unsure part is I am installing new lifters, i want to do this preload check with the lifters COLLAPSED, right out of the box ? This is for a stroker, thats shooting oil out of the pushrod holes on several rockers. High lift cam. Engine has 30 or 40 K on it since build, but had a bad head gasket or head so changing both out. Did the preload a year or so ago but never checked if it was still shooting oil The bottoms of the old lifters are pristine, perfectly smooth, no scoring and cam lobes look good. If i get the process...each cyl to TDC...tighten rocker bolt till pushrod doesn't rotate freely...torque to 21 ft-lbs and hope bolt doesn't turn more than 1 turn, or I need to shim...Dry/ unpumped up lifters just lubed well for install..thanks
