At this point I would wager on a vacuum leak. Get a vacuum test gauge and test. Should be 10-15 hg at cold start and 15-20 hg at warm idle.
Whats the fuel pressure now?
When was the last ignition tune up?

guess ill go rent a vacuum gauge, where do i hook it up at?
fuel pressure went from 20 to 31 psi
it has brand new spark plugs, with the rotor and cap cleaned. same wires on it when i bought it.
could the egr valve cause idle issues if clogged up or not functioning properly?

im gunna spray brake cleaner over all the vac lines to check for leaks, run the motor with the egr valve pulled off to see if that changes the idle, replace wires with a like new set i have layin around and see what i come up with tonight. will update after that!
Thinking the plunger for the get is sticky after playing with it I noticed a difference in idle, is there a delete plate for it? Or would it run better with replacing then deleting it?

Do not use brake clean to check for vacuum leaks! It's not effective and can damage stuff, but more important breathing burnt brake clean can kill you.

Your post isn't very clear, but if you're asking if you can use a 2wd trans in a 4wd, the answer is no.
if meant to post this in my own thread but clicked the wrong reply button and it put it on this thread lol. I have a 2wd 96 with a bad trans and I'm looking for another. but I found a 92 and donot know if it'll work. need my jeep back already.
