I HAVE HEARD BOTH SIDES HAVE TO CHANGE SINDING UNIT DONOT HAVE TO CHANGE TEMP AND OIL SENDING UNIT. WHICH ANSWER

you have to change sending unit. If you have idiot light.
the idiot light sending units When they hit a certain temp will make the contacts in the sending unit connect causing your light to go on. Or if you do not have enough pressure it allows the contacts to touch causing your light to come on. You need the sending units that make the gauges work by calculating how much change there is when the contacts are touching(that is what makes the gauges work)

I changed out on my 94 and everything works " I think". The gages are not pegged. Oil is showing 40 lbs and temp appears tobe ok but I don't know I'm confused as normal

If your previous owner was a Jeeper, they may have pulled their gauged-cluster out, before selling it, and stuck the idiot cluster back in without swapping the sensors. I did that on mine... got a newer XJ, pulled the gauged cluster from my old one and swapped it with the idiot lighted one in the new one, but never went back to swap the sensors in the old one.
