Injector electrics question 97 4.0

Need a little help here gents, trying to cure a problem with CEL code P0204.
My book tells me that P0204 is an open in the injector circuitry from the computer, to injector #4.
So far I've read continuity through the injector (basically zero ohms), and made a good attempt to get a voltage reading at the disconnected plug to that injector, while running. I have noted that the CEL stays off after I reset it, but seems to trigger the fault code again during engine starting. Possibly the voltage drop during start is triggering the fault code?
What I'd be grateful for is to learn what a good resistance value would be, for a known to be good injector, and whether or not I should be able to get a voltage reading at the plug for the injector. I used a couple pieces of paperclip to probe the plug, but got only a sporadic reading of about 3 volts. I have an older analog meter, so I have no "storage" ability in my meter. Possibly the pulses to the injector are either too fast for my meter, or are pulsed so rapidly that I should be using an AC scale on the meter.
Anybody know what voltage the injectors see when all is as it should be?
