There should be a pulley on the front the PS pump that ties into the water pump. The pulley itself will have a bolt on it, and the bracket will have a 45 degree bolt on the top of it, to the left and just behind the pulley. Loosen that bolt slowly and the pulley will slide, relieving the belt tension. Don't over loosen anything, or the tensioning bolt may slide out of the hole on the bottom of the bracket, and if it's not in the hole when you go to tighten it down, it'll bend the bolt. Yes you have the adjuster bolt under the PS pump but you need to loosen all the bolts that the pump hinges on so that it will move freely when you change the tightness of the adjuster bolt. Be careful with that adjuster it is in a kind of awkward place and it may be accessed easier without the air box in the way. That's what I did with mine. There is a tool sold by NAPA called a "Kricket" I think which will help you get the correct tension on the new belt without undue tension on all the bearings involved with the "serpentine belt". Hope this and Trues explanation helps you wicked.

This one is the correct one the one above is for engines with V belts. The one below is for ribbed belts which is the proper term for our serpentine belts.
