How much do you think it would cost to paint a black Cherokee steel blue, the factory gunmetal pearlcoat? No rust just a couple small dings..

That would vary greatly depending on your area and local body shops around. You'd just have to get a quote. The color is available to paint shops, color code PQ7.
I'm lucky enough that my XJ is already gunmetal pearl

I thought of getting my header panel redone because it has a bit of cracking/chips in it, and also a little rust spot by my drivers door...not sure touch-up paint would be good enough. Ever use any, CCKen?

DO NOT cover up rust. Sure it's temporary but it sure as hell ain't going to last.
Cut out ALL the rust and weld in replacement metal. Grind down the welds, bondo it, sand it, and you're done. Just need to find someone to paint it.
Sure it's more of a pain, but it's the only way to fix rust.

Pretty expensive but it was a perfect match. One thing though; you have to mask off an entire panel to be painted. I didn't have much luck trying to blend it in. So, if you have some rust on the bottom of the door, address the rust, the mask off the upper half of the door from the lower surface of the side trim on up. Same elsewhere on the Heep.
The clearcoat shines up pretty good after using 2000 grit wet then use real fine rubbing compound.
