Unhappy Horn won't stop when I attach my airbag

What's up guys...I had just changed my clock spring with a brand new one on my 98 Cherokee since my airbag light was on and my horn didn't work. Now that I've changed it, when I put my airbag assembly on, tightened it all together and connected the battery my horn just goes off as if I was holding it down. Turns out when the metal backside on the airbag assembly touches the metal frame of the steering wheel it shorts it and sounds the horn. I took the airbag out by undoing the nuts(despite the warning lol) and saw a round copper looking plate guarded by a clear plastic that looked to be irremovable. Something's wrong but I don't know what...it all looks fine I guess. Anyone else have/had this problem? And how can I fix it? I can't find any other related issue on the Internet. I know putting an aftermarket switch in the dash somewhere for the horn would be the best alternative but what could I do before resorting to that fix? And I wouldn't want to throw money at a used assembly on eBay if it's going to end up the same way sometime soon since it's just as old. Even just a reason on why it could be doing this would be very appreciated. Thanks! And Happy Thanksgiving!!!

Are you doing all of this with the battery connected?

No I disconnected the battery while disassembling and assembling. Once all is assembled I attempted to connect the battery and once the connector makes contact with the battery terminal the horn goes off and if I leave it connected it will keep on. I tried taking the assembly off, connected the battery, and plugged the clockspring wires into the assembly and nothing. But as soon as I sit it in the steering wheel and the metal backing makes contact with the metal on steering wheel it sounds the horn. Idk man...

It's supposed to do that. Sounding the horn lets everyone know your airbags work.

The airbag/horn switch is defective. Time to find a new one
