Horn doesn't work with ignition off

Horn doesn't work with ignition off
As the title suggests, it works fine with the ignition in the on position but, not with it off. Any ideas why?

That's what me and my brothers used to do in the 50s and 60s!!
Somehow Detroit got wind of what we were doing.
