Horn doesn't work with ignition off

Default Horn doesn't work with ignition off
As the title suggests, it works fine with the ignition in the on position but, not with it off. Any ideas why?

Factory set it up that way mine dont either .

My horn runs my windshield washer but yea only when keys on

Normal. Same with cigarette lighter. We don't want the kids we leave in the car honking the horn and burning each other.

That's what me and my brothers used to do in the 50s and 60s!!

Somehow Detroit got wind of what we were doing.
