Horn not working, but i get a click from the relay, and ive tried replacing it with the other two down there and always it always clicks so i know its getting the juice every time i hit the horn button.
I tested the wires to the horns, i has power on both sides.
Tested both horns, one works, but not hooked up obviously.
Have you tried swapping the horns around? If the horn that currently works still works on the other side and the horn that doesn't work still doesn't work on the other side, you probably have one bad horn.

i tried that first, neither horn works while hooked up to the jeep, only one horn works when jumping it to the battery
The only other thing I can think of is that if your horn grounds through the mount, make sure there isn't any rust, paint, or corrosion there. The same goes for the connector.

Your profile states that you have a 99XJ; if that is true I think this is the problem with your horns.

You have two wires to each of your horns and one wire will always be powered; that is the way they are designed to be.
Your horns are wired with a switched ground through a relay in your inside fuse panel; when you press the horn button it completes a path that closes the relay which completes a ground path to the horns and they are start honking.
I am inclosing a diagram of the inside fuse panel that list a horn relay that I think will match yours.
Remove the indicated relay and replace it a few times just in case you have pore contacts.
Try honking the horns; if no honk but the relay is clicking replace the relay it is no good.
