Horn doesnt work

No ,just one wire per horn, green with a red stripe. I've tried switching relays before but I only had one horn hooked up. I should have both hooked up before testing right?

OK, if that's the case, then djgrayxj's theory is incorrect. If there's only one wire per horn, then that wire has to be for the 12V and the horn grounds through the body/mount.
I have no idea why you would always have voltage at the wire. It doesn't make sense to me, unless the relay is stuck closed and you are missing ground at the horn.
On both horns, check continuity from the metal back of the horn where it bolts onto the mount to a ground or negative side of the battery.

I just added a new relay it clicks when the horn button is pressed. I hook both horns up I get no sound I checked each wire for voltage I get no voltage when the horn is pressed or not pressed, key off. I'll check for continuity as you suggested.

I don't figure you'll find a problem with ground continuity...
It's puzzling that you would have voltage at the connector with the old relay and none with the new relay.

i found the green wire with red stripe running into the cab fuse panel and unplugged that whole deal.
alligator clips on passenger side horn wire, and the fuse side probed, continuity showed 009. i can try this on the driver side tomorrow.
i tried jumping an alligator clip from that fuse panel prong-horn- ground but had no power. i had another plug with a screw through it undone as well, which one is supplying power?

I didn't get any resistance from the driver side horn wire.
I probed the wire out from the fuse panel but can't get voltage to show off the proper prong.
relay still clicks, clockspring ground is good. I'm lost what am I looking for between the relay and the plug out?
