Maybe check the wires. I saw a bumper sticker that said "Horn dont work so watch for the finger". Maybe its time to do what it says.

On mine the horn wouldn't work and the airbag light came on. Needed clockspring then. I had a spare so I put that it ands it worked.
I noticed a lot of dust in there though. I wonder if I could have cleaned this out to make it work? They are pretty delicate though so you would have to be careful.
Not to mention you have to take the airbag out. Just make sure you unhook the battery and then wait 5 or 10 minutes to work on the airbag after that. I have also heard wait 5 or 10 minutes and turn the key all the way forward to make sure the power is dissapated. I did both just in case.
Might be worth a try.

Local JY- Clockspring- $15 if you pull it yourself.
Ensure the battery is disconnected.
8mm 1/4 drive deep socket to remove the two bolts that hold the airbag on.
13/16 spark plug socket removes the steering wheel nut.
Small flat screwdriver removes the airbag and cruise wiring.
Phillips screwdriver removes 3 screws on the steering column cover (bottom half- leave the top half in place)
beg borrow or rent a steering wheel puller (cheap purchase at harbor freight or rent from checker auto)
Yank wheel.
Clock spring (cruise) has two connections on the back side and has two plastic clips holding it to the column.
You can test your current spring after removal with a simple ohm meter on each one of the contacts.
Assembly in reverse order.
