Hello, I replaced my clock spring in my 99 XJ today because my old one wasn’t working (no horn, cruise control didn’t work, airbag light on). After replacing the part the airbag light isn’t on anymore but the cruise control and horn still doesn’t work. I bought the clock spring used from dead jeeps but they said it was tested before they sent it out. This clock spring is for an XJ with cruise control just to dismiss those concerns.

Use a multimeter and confirm the connections are good in the clock spring.
