Default Horn and cruise control out. Clockspring?

Like the title says- I don't have any airbag lights on, but could it still be the clock spring? Both horn and cruise control went out at the same time.

Thanks!!

Following. I bought my XJ a month ago and have no horns. but also don't have an airbag light problem either, I'm curious what this turns into.

When the horns and cruise both go out, at the same time, the clockspring is #1 on the list. The airbag light wont come on unless the airbag module senses an issue with the airbag circuit.

Ever remove an airbag before? Certain precautions must be followed.

Okay thank you! I haven't removed one, but I read into the process of replacing the clock spring, gotta make sure there is no power going to the airbag.
