hood latch wont lock

hood latch wont lock
i have a 99 limited xj the driver side hood latch the one thats welded/rivited to the hood isnt locking ...is there a way to fix it or do i have to figure out how to replace it??

I had to replace one of mine a couple of years ago. I tried PB on it hoping that it would free up and function but no joy. Replaced it with a new one from the dealer. Cost about $30 or so if I remember correctly. Mine is secured with Torx fasteners....
