Default High Idle Question

When I take my foot off the brake, the jeep starts rolling forward without any accelerator applied... idle feels high/a bit rough. When giving it gas, and then releasing, when tach comes back down, get a bit of a ragged engine feeling, somewhat bogging down. Also have occasional rough start, as if somebody smacked the engine with a hammer as it starts...

Thoughts?
