Default Help with front Fender

Tryna pull off a front driver fender off one at the junkyard to rebuild my salvage 98. I'm having issues with the bottom two 10 mm bolts where it attaches near the rocker. The bolts aren't even really rusty but there is there goofy *** washers or something attached to the bolt and it just won't come out. It's not snapped, I can see the other end of the bolt spinning, it just spins forever but won't come out cash the washer attached to it.

Any ideas for when I go back to the yard tomorrow?

It's got one of these, maybe slightly longer barrel, on the body. The nut portion has probably come loose from the framework, allowing it to spin freely, like a regular nut. Vice grips, without going to crazy and tightening it against the thread, would be my tool of choice...

That's annoying. Couldn't have just used normal nuts and washers?

Anyways, yea I tried using plies but I might have to give vice grips a try or maybe a C clamp. If that doesn't work what should I try? I don't think drilling it out will help in this situation will it
