The bolts are weled to a retaining strip. You'll need to order new ones.. as far as i know it's a dealer item.

Or you could use 84-96 flares with regular hardware.. the bolt pattern is the same.

Actually I had this same problem and all I did was "punch" out the old bolts (take the mounting plate off the vehicle to do this) and go to any hardware store and pick up some stainless steel bolts, nuts, washers and lock washers. Very easy.

I snapped all mine off on a rear flare.

I just cut them flush with the metal. Center punched and drilled. Stuck new bolts thru and epoxied to retainer with Gorilla Glue Epoxy. Next day snapped flare on retainers and re-installed it. Worked like a champ.
Got the idea from a thread I found on here using the search function.

Thanks CF! Saved me $40.

I wish I would have thought about taking pics. Main thing is to make sure to cut grind the remaining stud flat/flush to make drilling straight thru the center easier.

I tried to replace a left rear fender flare and did the same thing. I have the fender flare (and a spare, actually, if anyone local is interested) and the mounting brackets are intact but all the bolts are broken off. How can I punch out the bolt heads in the metal retaining bracket? I thought they were just rusted but apparently they're welded?

You'll see the mounting strips in this photo. I also broke several of the bolts off and did exactly as cherockee mentioned in his post.

I did almost the same thing. I used a flap wheel on an angle grinder to grind the "head" of the old stud off. Then welded new 1/4-20 bolts into the holes. The original holes were just slightly smaller allowing me to thread the new bolts in, and held them in place while I welded them.

Make sure to use plenty of anti-sieze when installing the new nuts...
