Double check all your fuses, as per usual. If all is well then next is getting this http://www.ebay.com/itm/OEM-1997-JEEP-CHEROKEE-CLIMATE-CONTROL-HEATER-A-C-AC-/121420263966?pt=Motors_Car_Truck_Parts_Accessories&hash=item1c4536321e&vxp=mtr
And if that doesn't do it you might have to tear into the dash and re-adjust a few things.

no, actually all wrong. First would be to check all vacuum lines, particular to the jeep "egg" / vacuum canister located behind the front bumper (unless relocated by previous owner). It will be stuck on defrost if this egg is missing or disconnected/leaking. Second then, check fuses, and then check the control panel.

Now looking at his jeep you may be right, he has a aftermarket bumper up front so it could be his vacuum ball is cracked if its still in the original location. Good catch. Usually I don't have problems with the vacuum in my jeeps.

I have dealt with this, it was not electrical or vacuum for me.... But many times can be. If it is not this is what I had to do.
I had to tear out the whole dash and replace a little broken plastic arm that open and closed the blend door. (like a 14 hour job) might as well replace the heater core and evaporator while you are there.
It was such a common problem up North that the local Jeep Dealer part guy manufactured replacement arms (like $10), otherwise you have to buy the whole assembly for something like $800 from Jeep
If you find that is it, Call Lou's Jeep in Geneva, IL and talk to the parts manager.
