Help with 4wd

I have a 1990 Cherokee Laredo. The 4wd will not engage. I have checked the vacuum actuator lines and all are connected. Any suggestions? Ways to eliminate this vacuum activation and it would just go into 4wd when shifted from the cab?

Yeah pull the actuator off of the axle, slide the collar and fork over then use a stack of washers as spacers on the shaft to hold the collar in place.
