If the heater is warmer coming from the foot compartment than from the vents is my blend door not working right?

Maybe. Poke your noggin undeer the passenger side dash and move the Cold>Hot slide on the control. See that cable moving? Is it traveling all the way to the stop?

Blend door is fine, both tunes are warm to the touch, does they mean I just need to flush or?

What are tunes?

Both of the heater hoses in the engine bay, at the firewall, need to be real close to the temp of the radiator hoses when the engine is completely warmed up.

I believe the floor vents are the closest vents to the heater core. The outlets/vents farther away from the heater core will have slightly cooler air. Heater performance is tested at the floor vents.

How do I get the tubes to the heater core off? Dam things are on there good

Slice them lengthwise and remove them. If they've been on there that long, they're due for replacement anyway.
