Head lamps not working. Help

Head lamps not working. Help
Hello,
I have a 1996 Jeep Cherokee Sport. Front head lamps won't work. I replaced the lamps. Turned the ignition and light switch on to check voltage and there is power going to the harness. Is the switch bad? fuses and relays are good. Totally lost here.
