Default Hatch lock...another one

Read all the posts I could find searching and nothing resolved. Rear hatch won't lock with the power locks, opens and closes fine and locks with key. Tested the new to me solenoid I nabbed at the pull-a-part and it does work. Tested voltage at the connector and it is there. It peaked at about 8.5 volts which seemed low but should work. I know my hatch wiring is good as I just did that all about a month ago due to the crease area at the top ate most of the wires for the hatch. I'm out of ideas at this point, help please and thanks.

This was tested with solenoid both hanging and mounted to hatch, nothing either way so I don't think it's weak cause of age. I was concerned about that until then.
