Sorry for the post hijack, but they went out of business in the mid-eighties, it's a shame too. We all scrounge for them around here the 16.5'' version anyway. They have a more desirable long-spoke design than regular white spoke wheels, and are way thicker.
come on guys lets stay on topic.Back to the OP's question yes it is very common to rub on that cap and yes people do trim that lower air dam all the way around to the caps. Unfortunately I do not have pictures of what I am describing. Thought somebody else must.

I'd say just trim the end caps where needed... Just make it look nice. Use a jigsaw or die grinder rather than a Sawzall tho... Sawzalls make some seriously jagged cuts depending on the blade.
