Fuse Panel Cavity 8: Only One Wire

Fuse Panel Cavity 8: Only One Wire
I have a 1996 XJ 4.0 L and cavity 8 (20 amp Turn Signal Flasher) appears to have only one "wire" to it. In other words, when I look into the cavity, there's only one copper colored receptacle "terminal" for a fuse. Does anyone know if this is normal? And if so, then I'm assuming a fuse wouldn't do any good in that cavity. If that's the case, does the Stop Light Switch & Combination Flasher 20 amp fuse in cavity 2 of the power distribution center handle this?
