Dashlights blowing fuse 1993 Cherokee

Dashlights blowing fuse 1993 Cherokee
OK this is my problem my 93 Cherokee has blown the fuse for the dash lights. I replaced the fuse and as soon as the the fuse touch the fuse slot it sparked and blow and i tried again and BOOM it blow and again! Please help me! I also need a fuse diagram for a 93 Cherokee 2WD please i don't have the book for the jeep. Thank you so much!!
P.S. it does it with the lights off and the jeep not running.
After looking at the fuse panel i found another fuse blow i replaced it i am not sure what it went to it was a 5 amp fuse. The fuse that i think is for the dash lights is a 2o amp fuse. and also there is a red wire coming from the same slot it looks factory because it come from the factory wiring bundle and it is connected to the back of the fuse box not just pushed in with the fuse prongs. I dont know if thats any help. And thanks again for any help!!

check the wiring harnesses. it's grounding out there's probably a wire rubbing on metal. Unless somebody has messed with it. like adding accessories I would start there.

Well i have looked and looked i cant really figure it out if has no power(lights off) the how is it shorting itself out? This is new to me so i am just ask if anyone has any ideas. I am going to try and take a pic of the fuse panel today and post it maybe some one can help with the red wire that looks to a factory wire to me running out of the same slot. again thank for all any and all help!!
