Fuse Inlets on the Fuse Panel?

I went and looked at my 96, the fuse slot marked 7 in my panel also has a contact on only one side.
I'm sure it's supposed to be that way since I'm having no trouble.

I checked my owners manual and it says slot 7 is anti-lock brakes, which I don't have, so that explains why there's no contact.

I think the fuse you're looking for is actually in the fuse box under the hood, not the panel under the dash.
It's called the "Power distribution center", it's over the wheel on the passenger side.

Get one of those 12v probes that looks like an awl with a bulb in the handle.
Hook the alligator clip to the negative battery terminal.
With the engine running and everything on, check the fuses in that box.

If you look close at the top of the fuse you'll see 2 little holes with exposed metal tabs.
The probe should light up when you touch the point to these tabs.
If one side lights up and the other doesn't, pull the fuse, it's blown.
