Default Fuel smell?!

I have 2001 sport on a good run I get fuel smell by driver rear corner. Sometimes if Jeep sits a while I can get a wiff same place. So running smoke machine I can’t find any issues, under the tank or by charcoal canister. I open fuel door, I have new gas cap installed and I have air leak at the filler neck. I have uploaded video, it’s where joint of the filler neck is leaking.
Is it suppose to vent through here normally? Or I found the problem?
I ask because searching for same issue it points out different locations to look for. Which I have but maybe something I have missed.

Hi Medic4Life, there's not enough information here to diagnose your issue. Fuel tank, vent, and fill pipe issues are very common, and there are a few recommended fixes.
The fuel system is pretty simple, with the in-tank filter/pump pressurizing a single line to the engine bay.
The only places I can think it could leak is
1. The quick connect fitting on top of the tank, which is pressurized
2. The o-ring between the pump assembly and the tank is out of place
3. Corrosion somewhere along the "frame rail", which would be obvious.
My suggestion would be to PB Blaster the two threaded rods holding the tank up and prepare to do the vent upgrade.
While you're in there you'll find your leak.
Easy to find instructions online, there are lots of ways to do the vent upgrade.

You found the problem. That joint is not supposed to leak air or fumes. It’s a sealed system. That leak is letting fuel vapors escape right there, which is exactly where you smell them. Fix that clamp or hose and your smell should be gone.
