The fuel sending unit might have failed or the float on it has sunk.

You're doing the right thing by checking the connections. Did you unplug the harness near the sending unit/fuel pump assembly and make sure it's clean inside yet?

I can provide you with the ohms readings that the sending unit should have at Full and Empty if you need them.

You mean the gauge, right?
Empty-0 ohms
1/2 full 44 ohms
Full 88 ohms

One thing you can also try is the rod that connects the float to the sending unit goes into a small plastic box, there should be and access hole on it that can be taken off with a flat head screwdriver and inside are bunch of connecting points and a flat piece of metal that connects to the float rod. Bend that flat piece Slightly towards the connecting points and it should stop reading empty when it's full but do also check ohms and connections.
