Fuel Gauge Reading Empty 24/7 Problem

Fuel Gauge Reading Empty 24/7 Problem
I have a 1993 Xj and my fuel gauge reads empty 24/7, what could possibly be causing this? Anyone else experience this before that could help me out?
Every other sensor/gauge works fine
(And yes, I have filled up the tank lol)
