fuel filter
So today I started up the jeep and it had a very rough idle, it was making noises and the exhaust was shaking like crazy and sounded like the jeep was gonna die. It ran fine after it got going. And it only does it sometimes, I checked it out and I think it might be a fuel filter. Does that sound about right?

The only reason your symptoms would be caused by a fuel filter is if it is clogged. So like Turbo said, check your fuel pressure (with a fuel pressure gauge at the fuel rail - you can rent the gauge at an auto parts store for cheap).
But yeah changing the fuel filter is somewhat routine maintenance and you should definitely consider doing it if you have no record of it being changed.

For a 94, it should read 31 psi at idle. Then disconnect the vacuum line leading to the fuel pressure regulator and the fuel pressure should jump to approximately 39 psi.
Also, for any driveability symptoms that you are seeing, you need to review tuneup hardware status. The importance of that cannot be overstated.
Fresh Champion copper plugs gapped to .035, new quality plug wires, distributor cap and rotor. Add that to your shopping list along with that fuel filter if it's been a while since this has been done.
