Default Front and rear wiper fluid do NOT spray.

I have a 1998 Jeep Cherokee Sport. Ever since I bought it the front and rear fluid does not spray. Both of the wipers wipe just fine but never spray. I haven't checked anything at all. I figure I should check in this order, if not please correct me.
1. Check fuse
2. Listen for pumps in the reservoir

I would assume that it's not the infamous toggle switch for the back spray because both don't work. I did however check levels in the reservoir! Any and all help will be greatly appreciated

You are on the right track. If the pumps are spinning, it's probably clogged tubes or nozzles. If not, you have some electrical investigation to do.
