i would say universal joints, mine did the same thing. In town at like 25-45 i could hear them clicking on the interstate i could not. Put your e brake on, block the wheels lay down in front of the tire and reach in and try to shake the u joint, if it has play in it, replace it, they are easy to remove and sometimes easy to do, sometimes they are siezed together if u dont use 4x4 alot

My guess would be one of the thin metal shims you put behind brake pads has gotten loose and is catching on something as the wheel turns.

I've had a couple front end clicking noises myself. One was the mechanical fan shroud rubbing against the radiator, but that only happened on acceleration, turned out the bottom pegs on the shroud were not in their slots. The other sound only happened at slow speeds, more of a click clacking, turned out the front drive shaft was turning something inside the transfer case that is broken or loose, so I just 86'd my front drive shaft, in order to check you can crawl under your jeep and rotate the drive shaft back and forth by hand, if you hear the sound then that's probably the culprit. Don't know though, maybe it is your u-joints.
